McKinney, a Certified Information System Security Professional, was with BearingPoint’s Identity Management Solutions Group, where he helped develop one of the country’s first interagency HSPD-12 PIV implementations, including the infrastructure to create, activate and issue PIV credentials.

During this project and others, he designed and implemented back-end infrastructure for identity management systems, card management systems, public key infrastructure and online certificate status protocol services.
