A conversation with ICAO’s Barry Kefauver

Barry Kefauver has more than 30 years of government experience and has been instrumental in the development of electronic passport programs. Kefauver served as the deputy assistant secretary of state for Passport Services at the U.S. Department of State. He has chaired many international fora, including the International Civil Aviation Organization (ICAO) Work Group on New Technologies and the main committee of the International Organization on Standardization (ISO) assisting ICAO in drafting the biometric passport guidelines.

Kefauver is principal at the consulting firm, Falls Hills Associates LLC. and has served as adjunct professor at the University of Mary Washington, teaching international business.

Kefauver was kind enough to answer a series of questions for re:ID readers on the latest with the electronic passport programs.

Neurotechnology announced that it has developed three versions of embedded solutions for Android-powered devices such as smart phones and tablets.

Specifically, Neurotechnology has ported its VeriFinger Embedded software development kit (SDK), which authenticates user identities via fingerprints, VeriLook Embedded SDK, which authenticates user identities via facial recognition, and MegaMatcher Embedded SDK, which authenticates user identities via both fingerprints and facial recognition. A version that utilizes iris recognition also is in the works.

Elyctis, an electronic ID solutions developer based in France, has announced the release of ID BOX, a new compact e-passport reader.

According to Elyctis, the ID BOX provides a much cheaper alternative to current e-passport verification equipment, enabling more border control and law enforcement officers to read all the features of electronic and biometric passports, including facial, fingerprint and iris scans.

After a nearly three-year delay, the Algerian government has finally launched its biometric passport program.

Magharebia reports that the biometric passports, which contain a contactless smart card chip that holds a digitized photo, fingerprints and signature, were supposed to be released in 2009. But the documents were delayed due to complexities with the operation of the project and the need to thoroughly research and analyze other countries’ experiences with biometric passports.

In an effort to streamline passenger security, Jakarta, Indonesia’s Soekarno-Hatta Airport has opened the country’s first biometric immigration gate.

Fingerprint biometric identification provider BIO-key International, Inc. and Oakwell Engineering Limited partnered to create the new gate, designed for use by passengers with electronic passports. Passengers submit their e-passports and authenticate with a fingerprint.
