L-1 Identity Solutions has received a contract from the South Carolina Law Enforcement Division (SLED) to provide digital fingerprinting services for civil applicants statewide. The program allows applicants to take advantage of lower electronic FBI processing fees and enables significantly faster processing times. L-1 Enhanced Definition TouchPrint™ live scan systems will be used to collect fingerprints, with an additional layer of security provided by L-1’s iA-thenticate®.
State of South Carolina Awards L-1 Identity Solutions Multi-Year Contract Estimated at $30 Million for Fingerprint Enrollment Services
STAMFORD, Conn. — L-1 Identity Solutions, Inc., a leading supplier of identity management solutions and services, has received a contract from the State of South Carolina, South Carolina Law Enforcement Division (SLED), to provide digital fingerprinting services for civil applicants statewide through the South Carolina EasyPath network. The three-year indefinite delivery/indefinite quantity contract has four possible one-year renewals and a potential value of $30 million if all options are exercised.
Integrated Biometrics Technology, LLC (IBT), a wholly owned subsidiary of L-1, will provide the fingerprinting services and initially open five enrollment centers in Columbia, Greenville, Charleston, Myrtle Beach and Rock Hill, with plans to increase service to more than 30 locations throughout the State. State-of-the-art L-1 Enhanced Definition TouchPrint™ live scan systems will be used to collect fingerprints, with an additional layer of security provided by L-1’s iA-thenticate®, a combined hardware and software product that automatically authenticates documents including driver’s licenses, passports and military ID cards. It is expected that approximately 500,000 applicants will be processed through the new system, which is expected to be fully operational by early 2008.
The program allows applicants to take advantage of lower electronic FBI processing fees and enables significantly faster processing times, making it possible for applicants to start work or obtain licensure in days versus weeks – an average of 83 percent faster than the current turn around time.

IBT currently operates fingerprinting networks in six other U.S. States, as well as the HazPrint program for the Transportation Security Administration.
Applicants will be able to schedule fingerprinting appointments 24 hours a day, seven days a week via a secure Web site or by calling a toll-free phone number Monday-Friday, 8am-5pm ET. For agencies with 30 or more applicants, on-site fingerprinting sessions will be available, a useful service for orientations or training sessions. Agencies utilizing the system also will have the option of obtaining a wide variety of management reports online in real time via a secure reporting Web site, providing even greater increases in efficiency.
